Implementation and delivery of the Sustainable Development Goals in view of the 2025 High-Level Political Forum

Summary
The European Parliament adopted by 422 votes to 219, with 31 abstentions, a resolution on implementation and delivery of the Sustainable Development Goals in view of the 2025 High-Level Political Forum (HLPF).
The 2030 Agenda and the 17 integrated SDGs, including their 169 targets and 247 indicators, represent the only globally shared and politically accepted framework for evidence-based policies to address common challenges and achieve sustainable development in its three dimensions – economic, social and environmental. UN Member States have committed to achieving the SDGs by 2030. Yet, only 17% of the SDG targets are on track to be met. For nearly half of them, progress has been minimal or moderate, and for more than a third, progress has stalled. Urgent action is needed to reverse this alarming trend.
Progress report
Recalling its unwavering commitment to ensuring the full and timely implementation of all SDGs, Members believe that achieving the 2030 Agenda and beyond will require broad and accelerated action across all SDGs. The delay in achieving the SDGs is compounded by the significant gap in progress across different groups of countries, particularly in the poorest and most vulnerable countries and regions. Relevant policies for achieving the SDGs in low- and middle-income countries are, to a large extent, hampered by high debt levels and high debt-servicing burdens.
Parliament stressed the need for global cooperation to reform the global financial architecture, particularly in the run-up to the 4th International Conference on Financing for Development to be held in Seville from 30 June to 3 July 2025. It reaffirmed that international cooperation is a fundamental condition for the world to make progress towards the SDGs by 2030 and that such cooperation should prioritise strengthening the resilience, stability and self-reliance of partner countries, particularly in Africa, by promoting opportunities for economic and human development and refocusing on key priorities such as nutrition, healthcare and education.
The resolution stressed the need for closer collaboration between the EU and global institutions, the IPCC and the United Nations, to ensure that EU and global policies remain based on the latest climate science.
Some SDGs need to be examined in depth at the 2025 HLPF:
SDG 3. Ensure healthy lives and promote well-being for all at all ages
Less than 10% of SDG 3 targets are on track and less than a third are expected to be achieved by 2030. Members are alarmed by the slowdown in progress towards universal health coverage, which leaves nearly half of the world's population without access to essential health services.
Parliament called for strengthened, coordinated and comprehensive action, multi-year and tailored planning and substantial investments to achieve universal health coverage. It stressed the need to strengthen health systems and the health workforce, ensure equitable access to quality health services and safe, effective and affordable medicines and vaccines, promote disease prevention and treatment, develop innovative solutions and build inclusive and resilient health systems. It also called for action to address aggravating environmental factors, reduce illness and death from hazardous chemicals and pollution, reduce risks from emerging and re-emerging zoonotic epidemics and pandemics, and combat antimicrobial resistance.
SDG 5. Achieve gender equality and empower all women and girls
Parliament warned of the slow progress on gender equality, the need to end gender-based violence, the setbacks in sexual and reproductive rights, and the impact of climate change on women. It called for climate action plans to include support for women and their participation in climate-related decision-making.
Members called for continued funding for programmes focused on promoting women's rights, empowerment, and autonomy and combating all forms of gender-based violence. They called on the Commission to ensure that 85% of all new external actions include gender equality as a significant or principal objective, and that 20% of ODA in each country is allocated to programmes with gender equality as one of their primary objectives.
SDG 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all
Parliament is concerned about the setbacks experienced over the past decade in labour rights, freedom of association and collective bargaining rights. Deploring the fact that one-fifth of the world's population lives in countries with high inequality, it affirmed the need to strengthen social measures to combat inequality in line with the principle of ‘leaving no one behind’.
Members called for more robust policies to foster inclusive and sustainable economic development. They called for the use of instruments such as the Global Gateway Strategy to mobilise multiple sources of financing to this end. Members reaffirmed the importance of policies that support youth employment, education, and vocational training. They regretted that more than half of the global workforce (9 out of 10 workers in sub-Saharan Africa) is employed informally.
SDG 14. Conserve and sustainably use the oceans, seas and marine resources for sustainable development
Parliament noted that SDG 14 remains the least financed SDG, with the current funding gap estimated at around $150 billion per year. It underlined the need to protect the ocean as a unified entity and use it sustainably. It called for a holistic approach that integrates environmental protection and restoration, prosperity, social equity, sustainability, and competitiveness. There is an urgent need for binding global action and an ecosystem-based approach to ensure the long-term health of the ocean.
SDG 17. Strengthen the means of implementation and revitalise the Global Partnership for Sustainable Development
Parliament called on the EU to continue to work towards multilateralism and to provide global leadership in advancing the implementation of the SDGs and the 2030 Agenda and to strengthen international treaties and agreements such as the Paris Agreement, the Convention on Biological Diversity and regional conservation initiatives. Concerned about the $4 trillion investment gap to achieve the SDGs, it stressed that the EU's commitment to the SDGs should be supported by ambitious financial commitments in the next Multiannual Financial Framework for the period 2028-2034.
The EU is called upon to increase its efforts and lead the way in progress in the five years leading up to the 2030 deadline, with a view to accelerating actions to reverse negative trends.

En vista del Foro Político de Alto Nivel de 2025 de las Naciones Unidas, consideramos crucial que se renueven el liderazgo de la Unión Europea y la cooperación internacional para impulsar la salud, la igualdad de género, el trabajo digno, la acción por el clima y las asociaciones mundiales. Creemos que se necesitan esfuerzos urgentes para cumplir con la Agenda 2030 acordada a nivel internacional, y valoramos positivamente las conclusiones de la Cuarta Conferencia Internacional sobre la Financiación para el Desarrollo celebrada en Sevilla.
Ce rapport vise à adopter une position sur la mise en œuvre des objectifs de développement durable (ODD) avant la conférence internationale chargée d'examiner leur mise en œuvre. Il souligne le droit à un environnement sain, la nécessité de mettre en place un mécanisme de protection des défenseurs des droits humains en accordant une attention particulière aux femmes et aux personnes LGBTIQ+. Il appelle à l’inscription du droit à l’avortement sûr et légal dans le droit européen et demande que la résilience climatique soit intégrée dans la politique de santé publique. J’ai donc voté pour ce texte.
As 2030 is approaching and there is less than five years to accomplish Sustainable Development Goals (SDGs), global progress keeps being delayed due to cross-sectoral geopolitical challenges. The EU remains deeply committed to SDGs, which sustain the comprehensive framework for dealing with development issues around the globe. The interconnected nature of all SDGs coupled with the EU's aspiration to take a lead in advancing their implementation remains key. As the report highlights the progress on five specific SDGs, including but not limited to gender equality, economic growth and global partnerships, I decided to vote in favour of it.
Malta is currently facing a deeply sensitive and divisive debate on whether to permit the legal termination of a pregnancy. This is not an abstract issue, as it touches our most deeply held values, beliefs, and personal experiences. I acknowledge the June 2024 amendments to national law, which allowed for termination when a woman’s life or health is at risk. I have deep respect for those who, in my constituency, hold strong views on this issue, whether shaped by faith, or by belief in bodily autonomy. We must acknowledge the sincerity and conviction on both sides. However, I believe Malta needs a space for open discussion – free from fear, slogans, and partisanship, but rooted in mutual respect, through an objective and scientific consultation process, where every voice is heard – not silenced – and away from divisive beliefs and political manoeuvring. The report voted on today included crucial elements on access to care, prevention, and health rights. Whilst supporting the whole package, I abstained on the paragraph relating to abortion. I believe that, as a politician, taking a definitive position at this moment risks deepening division within Maltese society. My vote reflects a call to moving beyond politics and ensuring that voices are heard through dialogue, not polarisation.

I voted in favour of Parliament’s annual report in advance of the UN’s high-level forum on the Sustainable Development Goals. It is a very progressive report, and the committee text managed to survive some right-wing attacks on sexual and reproductive health and rights. The report focuses on the SDGs that will be under review at this year’s high-level forum: health, gender equality, economic growth and fair employment, ocean conservation, and the global partnership for sustainable development. The SDGs set out a series of goal and sub-targets to be achieved by 2030; only 17 % of these are on track and many have seen a backslide in recent years. There is a USD 4 trillion investment gap to meet the SDGs and international development finance has been decreasing in recent years. The report reaffirms Parliament’s strong support for the SDGs and calls for the financial and governance mechanisms needed to achieve them.
Cette résolution a pour objet de préciser la position du Parlement européen dans la perspective du Forum politique de haut niveau de 2025, avec un examen approfondi de cinq Objectifs de développement durable (ODD): santé, égalité des sexes, emploi décent, protection des océans, et partenariat mondial. Comme il fallait s’y attendre, le texte véhicule une vision idéologique et uniformisante des ODD au détriment de la souveraineté des États membres, des valeurs culturelles européennes et des intérêts des peuples. L’orientation woke, l’implication démesurée des ONG idéologisées, la gouvernance mondiale, sont autant d’avatars de cette dérive technocratique et militante que je ne peux que rejeter.
Uniunea Europeană are responsabilitatea de a continua să fie un lider global în domeniul sustenabilității și al dezvoltării echilibrate. Realizarea Agendei 2030 necesită eforturi coordonate la nivelul tuturor instituțiilor europene și al statelor membre, cu accent pe incluziune socială, combaterea sărăciei, tranziția verde, digitalizare echitabilă și promovarea educației de calitate. Susțin o abordare pragmatică a ODD-urilor, care să combine ambiția ecologică cu protejarea economiilor naționale și a locurilor de muncă. Este important ca aceste obiective să nu fie impuse în mod ideologic, ci adaptate la realitățile fiecărui stat membru. Ca reprezentant al unei țări din Europa Centrală și de Est, subliniez importanța sprijinirii regiunilor mai puțin dezvoltate și a fermierilor care se confruntă cu presiuni din ce în ce mai mari. De asemenea, cred că este necesar ca finanțarea pentru atingerea ODD-urilor să fie transparentă, orientată către rezultate și să nu ducă la suprabirocratizare.
Le rapport sur les objectifs de développement durable présente des éléments positifs, que j'ai moi-même contribué à inclure, sur le plan de la santé - Un plan pluriannuel de santé, développer les soins de santé fasse à une demande en hausse, lutter contre les maladies non transmissibles, accélérer l’innovation, et sur la protection des femmes dans le monde - demander l’arrêt des mariage forcés, des stérilisations forcées et des mutilations génitales. Il est regrettable que le texte ait pris une tournure idéologique : j’ai donc voté contre en raison des éléments problématiques du rapport, tels que le l’intégration du « genre » et d'une politique inter sectionnelle dans toutes les politique et financement de l'UE. Ces éléments n’ont en effet rien à faire dans un rapport qui porte sur les objectifs de développement durable.
O meu voto a favor do relatório sobre a execução dos Objetivos de Desenvolvimento Sustentável (ODS) é sustentado pelo reforço que este significa para o compromisso da UE em implementar a Agenda 2030, bem como o seu papel como líder no palco internacional. Adicionalmente, o texto final segue a linha defendida pelo Grupo PPE, evidenciando a importância de a UE desenvolver políticas coesas e eficazes, que cumpram com os ODS. Trata‑se de uma mensagem política inequívoca de que a Europa precisa de liderar pelo exemplo, mobilizando esforços para atingir os objetivos globais em campos como clima, saúde, educação, igualdade de gênero e crescimento inclusivo. Apesar disso, o relatório constitui um mandato político relevante para a presença da delegação da UE no Fórum Político de Alto Nível da ONU, além de enfatizar a urgência de uma ação europeia ambiciosa, coerente e responsável em prol do desenvolvimento sustentável.
Die Freien Wähler unterstützen die nachhaltigen Entwicklungsziele der Agenda 2030 ausdrücklich. Der vorliegende Bericht enthält viele sinnvolle Forderungen – etwa zur politischen Kohärenz, Rechenschaftspflicht, zum Schutz von Umwelt und Biodiversität sowie zur Stärkung von Frauenrechten. Auch die Zusammenarbeit zwischen ENVI und DEVE war konstruktiv. In einem zentralen Punkt vertreten wir jedoch eine andere Haltung: bei der Frage der Entwicklungsfinanzierung. Wir setzen uns für eine wirksamere Umsetzung bestehender Mittel ein – nicht für pauschale Erhöhungen oder neue finanzielle Verpflichtungen ohne klare Wirkungskontrolle. Konkret betreffen unsere Bedenken Absätze 6, 7 und 8 (Erhöhung öffentlicher ODA-Mittel), 11 und 15 (Finanzierungsinstrumente, Kapitalmobilisierung) sowie Absatz 17 (Schuldenmechanismus). Wir teilen das Ziel, nachhaltige Entwicklung weltweit voranzubringen – aber auf der Grundlage von Effizienz, Verantwortung und konkreter Wirkung. Deshalb haben wir uns bei diesen Passagen abgegrenzt, unterstützen aber die Gesamtintention des Berichts. Für uns steht fest: Glaubwürdigkeit entsteht nicht durch Summen, sondern durch Ergebnisse.

Kažem DA rezoluciji Europskog parlamenta o provedbi i ostvarivanju ciljeva održivog razvoja jer učvršćuje posvećenost Europske unije ciljevima održivog razvoja, posebno u području globalnog zdravstva, prava žena i njihovog seksualnog i reproduktivnog zdravlja, zaštite radničkih prava u procesu digitalne i zelene tranzicije te zaštite podvodnih ekosustava od zagađenja, pretjeranog ribolova i rastućih temperatura. Ova je rezolucija posebno važna kako bi se postavile konkretne mjere za provedbu ciljeva održivog razvoja do 2030. godine.
Der DEVE-ENVI-Bericht über die Umsetzung und Verwirklichung der Ziele für nachhaltige Entwicklung angesichts des hochrangigen politischen Forums 2025 folgt der Logik, die europäischen Steuerzahler für den Lebensstandard der ganzen Welt verantwortlich zu machen. Dieser Ansatz widerspricht dem Prinzip der nationalen Souveränität, das wir als ESN-Fraktion vertreten. Darüber hinaus fordert der Bericht, die Rolle der Weltgesundheitsorganisation (WHO) zu stärken, die sich durch ihre Politik in Bezug auf Covid-19 zutiefst kompromittiert hat. Ebenso wie der „Sevilla-Bericht“, der in der Plenarsitzung im Juni 2025 abgelehnt wurde, fordert auch der hier vorliegende DEVE-ENVI-Bericht einen bedingungslosen Schuldenerlass für Entwicklungsländer. Dadurch schwächt er Europas Verhandlungsposition gegenüber Drittländern und setzt falsche Anreize gegen eine verantwortungsvolle Haushaltsführung. Am schwerwiegendsten ist die Unterstützung für weltweite Abtreibung, die ebenfalls Eingang in den Bericht gefunden hat. Als Fraktion, die auf christlichen und abendländischen Werten basiert, ist dies für uns eine rote Linie.
Správa presadzuje kontroverzný pro-LGBTIQ+ naratív, ktorý je v rozpore s tradičnými hodnotami a presvedčeniami mnohých občanov členských štátov, čím ignoruje kultúrne a spoločenské rozdiely. Okrem toho správa ukladá ciele bez dostatočného zohľadnenia ekonomických dopadov na občanov a podniky. Nedostatočne analyzuje finančné zaťaženie a chýba jej pragmatický prístup k implementácii, čo zvyšuje riziko neefektívneho využitia zdrojov. Z týchto dôvodov považujem správu za nevyváženú a neodrážajúcu priority členských štátov, a preto som ju nemohol podporiť.
This own-initiative report aims to present the European Parliament’s position ahead of the 2025 High-Level Political Forum on Sustainable Development (HLPF). The 2025 HLPF will take place from 14 to 23 July 2025 under the auspices of the Economic and Social Council (ECOSOC) and will include in-depth reviews of several Sustainable Development Goals (SDGs). The report contains a number of highly problematic demands, for example in the areas of gender mainstreaming and climate policy with corresponding calls for more public funding. On the other hand, it supports firmly human rights, good governance and democracy. Therefore, I abstained.
J’ai voté en faveur du rapport sur la mise en œuvre des Objectifs de développement durable (ODD) dans l’UE. Ce texte affirme clairement que l’Union européenne doit assumer un rôle moteur pour tenir les engagements de l’Agenda 2030, alors que les coupes dans l’aide au développement provoquent déjà des reculs dramatiques dans le monde. L’UE doit agir concrètement pour la justice sociale, climatique, économique et de genre, ici comme ailleurs. Grâce à notre mobilisation, les tentatives des conservateurs et de l’extrême droite pour édulcorer le rapport ont été déjouées. Des éléments essentiels ont été préservés : la reconnaissance des droits sexuels et reproductifs comme condition de l’égalité femmes-hommes ; la nécessité de garantir l’autonomie corporelle des femmes et l’accès à la contraception, à la santé et au consentement sexuel ; la condamnation des attaques contre les personnes LGBTIQ+ ; et l’appel à un mécanisme européen pour protéger les défenseurs de ces droits.
Les objectifs de développement durable véhiculent des idéologies universelles déconnectées des réalités diplomatiques, économiques et culturelles des États. Ce texte appellerait à une augmentation massive des contributions européennes à l’aide au développement. J’ai donc voté contre ce texte.
Správu o vykonávaní a plnení cieľov udržateľného rozvoja so zreteľom na politické fórum na vysokej úrovni v roku 2025 som nepodporila. Táto správa mala v prvom rade zhodnotiť stav dosahovania cieľov udržateľného rozvoja. Napriek tomu sa však skôr venovala mnohým otázkam, ktoré spadajú do výlučných kompetencií členských štátov a správa Európskeho parlamentu ich nemá vôbec hodnotiť. K nim patria napríklad otázky kultúrno-etického charakteru. Dlhodobo sa zasadzujem, aby bolo rozdelenie kompetencií medzi EÚ a členskými štátmi striktne dodržiavané, a to bez ohľadu na to, či ide o legislatívny alebo nelegislatívny text. Práve dodržiavanie dohôd je nesmierne dôležité pre upevňovanie dôvery občanov v európsky projekt. Preto, keďže správa obsahovala množstvo takto problematických častí, som sa rozhodla text ako celok nepodporiť.

Návrh posilňuje Svetovú zdravotnícku organizáciu, reformuje globálnu finančnú architektúru, plánuje zaviesť potraty do Charty základných práv a takisto odpúšťať dlhy rozvojovým krajinám. Preto som hlasoval proti.
Ce rapport vise à définir la position du Parlement en vue du prochain Forum politique de haut niveau des Nations Unies pour lequel le Parlement enverra une délégation de dix membres. Le rapport se concentre sur les cinq objectifs de développement durable qui seront examinés lors du Forum : l’objectif de bonne santé et bien-être, l’objectif d’égalité entre les sexes, l'objectif de travail décent et croissance économique, l'objectif de vie aquatique et l'objectif des partenariats pour la réalisation des objectifs. Il souligne le droit à un environnement sain, appelle à l’inscription du droit à l’avortement sûr et légal dans l’UE, demande que la résilience climatique soit intégrée dans la politique de santé publique, souligne l’importance d’investir dans la santé, l’éducation et la protection sociale. Il note également l’importance d’inclure des indicateurs de performance basés sur l’environnement et la justice sociale et non pas uniquement des indicateurs économiques et dénonce la dégradation du droit du travail et des conditions de travail. Ainsi, bien que le texte aurait pu être plus ambitieux sur certains points, le rapport reste satisfaisant et constitue une base solide pour ce prochain Forum.
A Fejlesztési Bizottság és a Környezetvédelmi, Éghajlatváltozási és Élelmiszer-biztonsági Bizottság közös, saját kezdeményezésű jelentése a Parlament küldöttségének álláspontját rögzíti az ENSZ Fenntartható Fejlődési Célokkal foglalkozó, 2025. július 14. és 23. között ülésező platformjára. Megállapítja, hogy öt év sincs hátra a 2030-ig tartó időszakra szóló fenntartható fejlődési menetrend 17 fenntartható fejlődési célja megvalósításának határidejéig, és a világ messze elmarad ezek elérésétől. Tekintettel az egyre inkább polikrízisnek nevezhető jelenlegi globális helyzetre, az Európai Unió és a világ számára minden eddiginél fontosabb, hogy megújítsák a fenntartható fejlődési célok iránti elkötelezettségüket. A platform kiemelten foglalkozik öt fenntartható fejlődési céllal, éspedig az egészséges élet biztosításával és a jóllét előmozdításával minden korosztály valamennyi tagjának; a nemek egyenlőségének megvalósításával; tartós, befogadó és fenntartható gazdasági fejlődés, teljes és hatékony foglalkoztatás és tisztességes munka megteremtésével mindenki számára; az óceánok, tengerek és tengeri erőforrások fenntartható fejlődés érdekében történő megőrzésével és használatával; a Globális Partnerség újjáélesztéséve a fenntartható fejlődés érdekében. Leszögezi, hogy az Európai Uniónak, amely fontos szerepet játszott a 2030-ig tartó időszakra szóló menetrend kialakításában, példát kell mutatnia, és globális szinten vezető szerepet kell vállalnia a fenntartható fejlődési célok elérésében. A jelentés elfogadását támogattam.
Hemos votado a favor de este informe que aborda la revisión de algunos Objetivos de Desarrollo Sostenible (ODS) en vista del Foro Político de Alto Nivel de 2025. El mensaje principal estriba en la reafirmación de la importancia de implementar la totalidad de los ODS de aquí a 2030. Además, incluye importantes peticiones como ―entre otras― el aumento de las inversiones públicas en servicios fundamentales (sanidad, educación y protección social); la lucha contra todas las formas de violencia contra las mujeres y las niñas y el reconocimiento de la salud y los derechos sexuales y reproductivos; la prohibición de los centros de conversión; la lucha contra la precariedad laboral, la explotación infantil y trabajo forzoso; y el alivio de la deuda mundial y la reestructuración de la deuda de los países en desarrollo.
J’ai voté contre cette résolution sur la mise en œuvre et la réalisation des objectifs de développement durable dans la perspective du forum politique de haut niveau de 2025. Le texte contenait un ensemble de dispositions incompatibles avec ma conception de l’aide au développement versée par l’UE aux pays tiers : proposition d’allègements de dettes inconditionnels, remise en cause du droit de la propriété intellectuelle, alourdissement des charges administratives et financières pesant sur les entreprises multinationales, etc. Je crois au contraire à la nécessité de mener une politique d’aide au développement équilibrée, fondée sur la responsabilisation des bénéficiaires et conditionnée à la réalisation d’objectifs de coopération avec l’UE, particulièrement dans le domaine de la lutte contre l’immigration illégale. Je l’ai donc rejeté.
Am votat în favoarea acestei rezoluții deoarece consider că Uniunea Europeană trebuie să își mențină rolul de lider global în promovarea și realizarea Obiectivelor de dezvoltare durabilă (ODD) până în 2030. În perspectiva Forumului politic la nivel înalt din 2025, este esențial ca Uniunea să își evalueze transparent progresul, să identifice eventualele întârzieri și să își intensifice eforturile în domenii-cheie precum combaterea sărăciei, tranziția ecologică, educația, sănătatea și reducerea inegalităților. Rezoluția subliniază importanța integrării ODD-urilor în toate politicile europene – de la Pactul verde și tranziția digitală, până la politica externă și bugetul multianual. Este crucial ca politicile interne să reflecte angajamentele internaționale, iar monitorizarea progresului să fie riguroasă, incluzivă și bazată pe date solide. Sprijin pe deplin un cadru de guvernanță ambițios și coerent, în care Parlamentul European să joace un rol activ în supravegherea implementării Agendei 2030, în parteneriat cu statele membre, societatea civilă și comunitatea științifică.
Am susținut raportul privind punerea în aplicare a obiectivelor de dezvoltare durabilă (ODD) în perspectiva Forumului politic la nivel înalt din 2025, deoarece acesta consolidează angajamentul Uniunii Europene pentru o tranziție echitabilă și sustenabilă, în conformitate cu Agenda 2030 a ONU. Raportul subliniază importanța integrării ODD-urilor în toate politicile UE – de la Pactul verde și coeziune, până la comerț și cooperare externă – și solicită Comisiei un plan de acțiune concret, bazat pe date fiabile și monitorizare eficientă. Consider că Uniunea trebuie să rămână un lider global în promovarea unei dezvoltări durabile și incluzive, mai ales în contextul actualelor provocări climatice și sociale.
Am susținut acest raport care evidențiază întârzierile majore în atingerea obiectivelor stabilite prin Agenda 2030, în special în ceea ce privește combaterea sărăciei, accesul la servicii de bază și consolidarea instituțiilor publice. Lipsa progresului este îngrijorătoare și cere o mobilizare mai eficientă a resurselor și un efort mai clar de prioritizare din partea statelor. Sprijin consolidarea rolului Uniunii Europene în promovarea dezvoltării durabile, prin politici coerente, investiții strategice și parteneriate solide. Este nevoie de mai multă eficiență, transparență și responsabilitate în modul în care sunt implementate obiectivele, evitând abordările simbolice sau pur declarative.
C’est un rapport qui s’inscrit dans la perspective des cinq dernières années avant l’échéance de l’Agenda 2030 et de ses 17 Objectifs de développement durable (ODD). Il dresse un état des lieux alarmiste et politique. Ce texte va encore plus loin dans les priorités idéologiques de la Commission, il vise à accélérer le Pacte vert ou encore à promouvoir l’idéologie de genre. De plus, les financements accordés dans le cadre de ce programme sont exclusivement à destination d’ONG politiques, ce qui pose des réelles questions de gouvernance et de transparence. Ces objectifs de développement durable tels que présentés dans ce rapport illustrent une vision idéologique et politique, fondée sur des postulats universels déconnectés des réalités diplomatiques, économiques et culturelles des États. Ce texte s’accompagne d’une augmentation des moyens de l’UE accordé à la politique d’aide au développement. J’ai voté contre cette résolution. Toutefois, j’ai voté différents amendements proposés qui étaient utiles dont un exigeant la fin des thérapies de conversion dans les états membres ou un autre appelant au respect de l’autonomie corporelle des femmes.

Allerdings enthält der Bericht auch problematische Punkte. Dazu gehören die Forderungen nach einem weitreichenden Verbot von PFAS-Chemikalien, sowie nach einer UN-Steuerkonvention und weiteren Reformen der internationalen Finanzarchitektur gemäß den Beschlüssen der Sevilla-Konferenz und der Bridgetown-Initiative. Diese setzen primär auf vorab zugesagte Finanzierungen und Schuldenerleichterungen, die marktwirtschaftliche Anreize, tatsächlich nachhaltige Reformen und Eigenverantwortung untergraben. In der Abwägung hat sich die FDP-Delegation im Europäischen Parlament enthalten.

Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψήφισε την έκθεση, καθώς χύνει κροκοδείλια δάκρυα για τη ζοφερή πραγματικότητα που βιώνουν οι λαοί στις λιγότερο αναπτυγμένες καπιταλιστικές χώρες, χωρίς να βγάζει τσιμουδιά για αιτίες. Ουσία των βασάνων των εργαζομένων είναι η καπιταλιστική εκμετάλλευση, η λεηλασία πλουτοπαραγωγικών πηγών, οι επεμβάσεις ΕΕ, ΗΠΑ, Κίνας και άλλων ιμπεριαλιστικών κέντρων σε συνεργασία με ντόπιες αστικές τάξεις. Αυτοί οι σκληροί διεθνείς ανταγωνισμοί σέρνουν τους λαούς στα σφαγεία των πολέμων ή εμφύλιων συγκρούσεων, για την εξυπηρέτηση των συμφερόντων αντιμαχόμενων μονοπωλιακών «στρατοπέδων». Η δε «αναπτυξιακή βοήθεια» δεν είναι τίποτε άλλο παρά ο μανδύας διείσδυσης ευρωπαϊκών μονοπωλίων στις αγορές των χωρών αυτών, στις υποδομές και φυσικό τους πλούτο, στο πλαίσιο αδυσώπητου ανταγωνισμού των μονοπωλίων για κατάκτηση αγορών, ιδιαίτερα σήμερα που σε μία σειρά χώρες της Αφρικής με προνομιακές σχέσεις με τμήματα του ευρωενωσιακού κεφαλαίου, οι αστικές τάξεις έχουν κάνει άλλη επιλογή. Στην εποχή μας, με την εξέλιξη της τεχνολογίας, των επιστημών θα έπρεπε τα εντεινόμενα προβλήματα που βασανίζουν τους λαούς στον να είναι λυμένα για όλους τους λαούς και από καιρό. Εμπόδιο γι’ αυτό αποτελεί το καπιταλιστικό κέρδος. Οι λαοί έναν δρόμο έχουν, να παλέψουν ενάντια στο σύστημα της φτώχειας, της εκμετάλλευσης, της προσφυγιάς, των πολέμων, για την εξουσία των αναγκών τους.
Votei a favor do presente relatório porque a concretização da Agenda 2030 e dos Objetivos de Desenvolvimento Sustentável (ODS) deve continuar a ser uma prioridade estratégica da União Europeia, tanto a nível interno como global. O relatório reconhece os progressos alcançados, mas sublinha, de forma clara, os desafios persistentes: a luta contra as desigualdades, a transição climática justa, a erradicação da pobreza e a promoção de sistemas alimentares sustentáveis, da educação inclusiva e da igualdade de género. É imperativo reforçar a coerência das políticas públicas com os ODS, melhorar os mecanismos de monitorização e assegurar um financiamento adequado e alinhado, nomeadamente no âmbito dos planos nacionais de recuperação e resiliência. Com o Fórum Político de Alto Nível de 2025 no horizonte, este relatório representa uma oportunidade para renovar o compromisso da UE com a Agenda 2030, reforçar o seu papel de liderança global e garantir que ninguém é deixado para trás.

Son orientation « woke » promeut l’idéologie du genre et le “Green Deal”. Les ONG, souvent financées de manière opaque, sont également trop prégnantes dans les politiques publiques. Enfin, je rejette l’augmentation massive des contributions européennes à l’aide au développement.

J'ai voté contre la résolution commune et pour la contre-résolution de mon groupe car nous refusons une approche technocratique et idéologique des objectifs de développement durable, contraire aux souverainetés nationales et déconnectée des réalités concrètes des peuples.
Ce rapport prétend relancer l’agenda 2030 alors même que celui-ci s’est progressivement transformé en instrument idéologique, coupé des réalités. Sous couvert de développement durable, il impose des priorités uniformes, technocratiques et clivantes, qui passent outre la souveraineté des États et les besoins concrets des peuples. Promotion de l’idéologie de genre, pression pro-avortement, survalorisation d’ONG militantes, répartition opaque des financements : tout y est. Rien n’est dit sur la corruption massive qui mine l’aide publique au développement, ni sur la nécessité de soutenir les politiques familiales, la formation ou les infrastructures de base. Nous avons proposé une résolution alternative axée sur la transparence, la lutte contre la corruption, la subsidiarité, le respect des identités culturelles et le retour à une vraie logique de coopération utile. J’ai voté contre la résolution commune, et pour la résolution alternative portée par les Patriotes pour l’Europe.

Auch die Zusammenarbeit zwischen ENVI und DEVE war konstruktiv. In einem zentralen Punkt vertreten wir jedoch eine andere Haltung: bei der Frage der Entwicklungsfinanzierung. Wir setzen uns für eine wirksamere Umsetzung bestehender Mittel ein – nicht für pauschale Erhöhungen oder neue finanzielle Verpflichtungen ohne klare Wirkungskontrolle. Konkret betreffen unsere Bedenken Absätze 6, 7 und 8 (Erhöhung öffentlicher ODA-Mittel), 11 und 15 (Finanzierungsinstrumente, Kapitalmobilisierung) sowie Absatz 17 (Schuldenmechanismus). Wir teilen das Ziel, nachhaltige Entwicklung weltweit voranzubringen – aber auf der Grundlage von Effizienz, Verantwortung und konkreter Wirkung. Deshalb haben wir uns bei diesen Passagen abgegrenzt, unterstützen aber die Gesamtintention des Berichts. Für uns steht fest: Glaubwürdigkeit entsteht nicht durch Summen, sondern durch Ergebnisse. Ich habe zudem Änderungsantrag 1 zur Sevilla-Konferenz unterstützt – nicht, weil sie eine Erhöhung der Entwicklungsinvestitionen befürwortet, sondern weil solche Konferenzen wertvolle politische Debatten ermöglichen und weiterhin bestehen sollten. Mein Standpunkt bleibt klar: Keine pauschale Ausweitung der Mittel, sondern zielgerichtete und überprüfbare Entwicklungspolitik.
Ce rapport vise à définir la position du Parlement en vue du prochain Forum politique de haut niveau, qui se tiendra du 21 au 23 juillet 2025 et auquel le Parlement enverra une délégation de dix membres. Le Forum politique de haut niveau est la plateforme centrale des Nations unies pour le suivi et l'examen de l'Agenda 2030 pour le développement durable et de ses 17 objectifs de développement durable. Cette année, le thème du Forum politique de haut niveau 2025 est « Promouvoir des solutions durables, inclusives, fondées sur la science et les données factuelles pour l'Agenda 2030 et ses objectifs de développement durable afin de ne laisser personne de côté ». Le rapport ne contient aucun point négatif, mais plutôt des points sur lesquels nous aurions souhaité un libellé plus fort. Même si nous soulignons qu’il pourrait être plus ambitieux, le texte reste dans son ensemble positif. J’ai par conséquent voté en sa faveur.

Elle impose des normes uniformes au détriment de la souveraineté, de la compétitivité et de la sécurité énergétique des États membres. Nous dénonçons l’influence d’ONG idéologisées et l’orientation clivante de certains programmes, notamment en matière de genre. Nous soutenions une résolution alternative appelant à recentrer les financements sur les priorités concrètes des peuples européens et à renforcer la transparence et la lutte contre la corruption.
Gli obiettivi di sviluppo sostenibile rappresentano un'agenda profondamente ideologica e globalista, che promuove priorità divisive e ideologicamente orientate. La revisione ignora le misure da noi proposte per contrastare la corruzione, fondamentali per garantire trasparenza e responsabilità. Il rifiuto di affrontare sia i dubbi sulla trasparenza dei fondi sia le derive ideologiche che antepongono l'estremismo ambientale alle reali esigenze economiche e sociali ha fatto sì che il mio voto fosse contrario alla relazione presentata.

While I support women's autonomy in healthcare decision-making, the resolution's focus on policies expanding EU influence over national frameworks is concerning. Proposals promoting specific social agendas, including those unrelated to women's health, threaten Member States' sovereignty. Furthermore, the inclusion of environmental policies that may harm industrial sectors inadequately prioritises economic stability. My vote reflects a commitment to preserving national autonomy and ensuring that policies respect diverse national priorities without imposing uniform approaches. I advocate for international cooperation focused on practical outcomes, such as access to healthcare, while avoiding overreach into sensitive domestic issues.
Návrh posilňuje Svetovú zdravotnícku organizáciu, reformuje globálnu finančnú architektúru, plánuje zaviesť potraty do Charty základných práv a takisto odpúšťať dlhy rozvojovým krajinám. Preto som hlasoval proti.
Гласувах убедено против доклада относно изпълнението и постигането на целите за устойчиво развитие с оглед на Политическия форум на високо равнище през 2025 г. Ще започна от там, че подписаната на Общото събрание на ООН през 2015 г. Програма за устойчиво развитие и нейните 17 цели не отговарят на реалността. Още тогава беше ясно, че този документ представлява един глобалистки манифест, който си поставя утопични цели. Също като този документ, така и докладът относно изпълнението му, е пълен с текстове за ЛГБТИ, за общо законодателство и за налагането на единни, правно обвързващи глобални финансови, екологични и мерки за защита на биоразнообразието и не отчита разнообразните социално-икономически условия в държавите членки. Всичко това е в тотален разрез с визията ми за национален суверенитет, за взимане на решения, близо до хората, съобразявайки се със спецификата на средата и нуждите им. Не вярвам нито в Програмата за устойчиво развитие, нито в искреността зад заложените 17 цели. Затова не подкрепих този доклад.
The greatest challenges of our time – climate change, pandemics, conflict, mass displacement, extreme poverty – are all highly complex and require holistic, global responses: Agenda 2030 is the only framework that enables such a response. To live up to its name and tackle the issues that affect the lives of European citizens and our partners around the world, it is a matter of political urgency that the EU dramatically scales up its efforts towards Agenda 2030, internally and on the global stage. Therefore, I voted for this report.
Zastupnik Marko Vešligaj podržao je izvješće Europskog parlamenta uoči UN-ovog foruma na visokoj razini o održivom razvoju, koje poziva na obnovljenu posvećenost ciljevima održivog razvoja i jačanje globalne suradnje u borbi protiv nejednakosti, klimatskih promjena i smanjenja sredstava za razvojnu pomoć.

With less than five years remaining until the 2030 deadline, there is still a long way to go to achieve the 17 Sustainable Development Goals (SDGs). The current global situation, often described as a 'polycrisis', makes recommitting to the SDGs more urgent than ever. These goals remain the best tool to address major challenges facing the world. This report presents the European Parliament's position ahead of the High-Level Political Forum on Sustainable Development, taking place in July 2025. The forum will conduct in-depth reviews of five key SDGs: ensuring healthy lives and well-being, achieving gender equality, promoting sustainable economic growth and decent work, conserving oceans and marine resources, and strengthening global partnerships for sustainable development. These goals are interconnected and require coordinated action. The European Union, having played a significant role in establishing the 2030 Agenda, must lead by example and provide global leadership in achieving the SDGs.
