Protection of minors online
Der Schutz von Kindern und Jugendlichen ist von besonderer gesellschaftlicher Bedeutung. Dies betrifft etwa sexuellen Missbrauch, Betrug und extremistische Propaganda online. Dem Schutz von Minderjährigen fühle ich mich als Abgeordneter ganz besonders verpflichtet. Der Initiativbericht des Parlaments geht jedoch weit über angemessene Maßnahmen hinaus. Deshalb habe ich gegen den Bericht gestimmt. Ein umfassendes Social-Media-Verbot für Minderjährige schließt diese von der Teilnahme am digitalen Leben aus – und das völlig unabhängig von der Art des sozialen Netzwerkes. Doch nicht alle sozialen Medien sind gleichermaßen gefährlich für Minderjährige. Hier muss zwingend differenziert werden, Totalverbote benachteiligen Kinder und Jugendliche im gesellschaftlichen Leben. Auch die Wirksamkeit solcher Maßnahmen ist mehr als fraglich. Im Vereinigten Königreich zeigt sich, dass Altersverifikationen sehr umstritten sind. Sie lassen sich leicht umgehen und führen zu berechtigtem Protest, weil sich plötzlich alle Bürger digital identifizieren müssen. Der Initiativbericht fordert darüber hinaus sehr viel strengere Regeln für Onlinehändler als für den klassischen Handel. Derartige staatliche Eingriffe in die unternehmerische Freiheit lehne ich online wie offline ab. Vielmehr müssen wir unsere geltenden Gesetze gegen illegale Produkte und Inhalte durchsetzen und die digitale Bildung für Menschen allen Alters zu unserer Priorität machen.

Die FDP-Delegation im Europäischen Parlament erkennt einige gute Ansätze in der Parlamentsentschließung zur Empfehlung des Rates über rauchfreie Umgebungen an. Da dieses Thema aber Kompetenz der Mitgliedsstaaten ist, haben wir die Entschließung abgelehnt.
