Le 28e régime: un nouveau cadre juridique pour les entreprises innovantes

The European Commission has announced its intention to create a new legal status for companies, a so-called “28th Regime”. The “28th regime” describes a legislative technique, by which legally binding rules adopted at EU level co-exist within the territories of the Member States with national rules. Their application depends on the voluntary choice by private parties to be bound by these EU rules. A legislative proposal is expected to be published by the end of March 2026. In this context, the European Parliament has decided to contribute to the policy debate by drafting a legislative-initiative report. This report contains ideas about a framework of such a corporate form, with a specific view on how such a status could benefit innovative SMEs and start-ups that wish to operate and expand in the internal market without undermining labour and social law. I welcome the basic content of this text, which is why I voted in favour of it.

Veiller à un enregistrement et une utilisation plus rapides des agents de lutte biologique

The approval process for biological plant protection products ('biological control agents') in the European Union must be accelerated. Currently, it takes a very long time for biocontrol solutions to reach the market because the existing legal framework is not adapted to their nature, specific characteristics and mode of action. With this own-initiative report, the European Parliament is taking a position on the Commission's future proposal to simplify the authorisation procedures for biological plant protection products in Regulation No 1107/2009. In this context, it is crucial to pursue a complementary and non-exclusive approach between conventional pesticides and biological plant protection products, which means that the aim is not to replace one method with another, but to expand the range of tools available to farmers. This contributes to agricultural productivity by ensuring that farmers always have effective and affordable alternatives and that conventional products remain an option for them. In addition, all authorisations should remain scientifically sound to ensure a high level of protection for health, non-target organisms, biodiversity and the environment. I voted in favour of this report.

Stratégie en faveur de l’égalité entre les femmes et les hommes 2025

This own-initiative report calls on the Commission to present an ambitious Gender Equality Strategy 2026-2030, building on the first Gender Equality Strategy 2020-2025. Although it contains important elements, such as combating gender-based violence, this report as a whole is a potpourri of left-wing woke gender fantasies and includes elements such as 'feminist foreign policy', 'climate, environment and gender equality' and 'adequate funding for EU research on gender equality'. I voted against this report.

Résolution sur la conférence 2025 des Nations unies sur les changements climatiques à Belém, Brésil (COP30)

This resolution will serve as a mandate for the delegation of the European Parliament to the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC) which will be held in November 2025 in Belém, Brazil. The text is a typical example of anti-competitive, anti-growth and pro-Green Deal ideology. Instead of focusing on adapting to climate change, it calls to triple the share of renewable energies, accelerate the transition away from combustion engines, impose environmental constraints on defence operations, increase funding for non-European countries and transform the European Investment Bank into a purely environmental bank. In view of the threat of deindustrialisation in Europe, which is accompanied by company bankruptcies, job cuts and a decline in prosperity, this is completely the wrong approach, which is why I voted against this resolution.

L'avenir du secteur des biotechnologies et de la bioproduction dans l'UE: mettre la recherche à contribution, stimuler l'innovation et accroître la compétitivité

The biotechnology and bioindustry sector has immense growth potential and very high productivity. It encompasses various branches of industry and is based on the use and processing of living organisms, i.e. the power of nature. This own-initiative report is intended to provide the European Commission with some suggestions before it publishes its strategy for the biotechnology sector. To support this sector, the report calls for the promotion of research and innovation and the shortening of approval procedures. It also upholds the principle that any new regulation should be sufficiently justified and globally compatible. Despite a few minor weaknesses in the report, I voted in favour of it.

Mise en œuvre et réalisation des objectifs de développement durable dans la perspective du forum politique de haut niveau de 2025

This own-initiative report aims to present the European Parliament’s position ahead of the 2025 High-Level Political Forum on Sustainable Development (HLPF). The 2025 HLPF will take place from 14 to 23 July 2025 under the auspices of the Economic and Social Council (ECOSOC) and will include in-depth reviews of several Sustainable Development Goals (SDGs). The report contains a number of highly problematic demands, for example in the areas of gender mainstreaming and climate policy with corresponding calls for more public funding. On the other hand, it supports firmly human rights, good governance and democracy. Therefore, I abstained.

Sécurité de l'approvisionnement énergétique dans l'Union

This own-initiative report contains both positive and negative findings. It aims to provide a comprehensive analysis of energy supply in the EU Member States and makes numerous recommendations. On a positive note, nuclear energy is mentioned as an important pillar of energy supply. Furthermore, the text contains the affirmation of the principle of technological neutrality. In addition, Member States are generally granted flexibility in shaping their energy supply. On the other side, there is an ideologically driven emphasis on issues such as climate policy, renewables and energy efficiency. Considering this, I voted with abstention.

Les réseaux d'électricité: l'épine dorsale du système énergétique de l'UE

The modernisation and digitalisation of electricity grids is crucial to ensuring a secure electricity supply in the future. In this respect, an own-initiative report by the European Parliament on this topic, which describes the challenges ahead and possible solutions, is very welcome in principle. However, this report aims not only to increase competitiveness, but also to achieve 'the EU's climate and energy goals' – goals that have led to extremely high energy prices in recent years and, as a result, to bankruptcies, job losses and relocations, particularly in energy-intensive industries. The report rightly recommends modernising, expanding and increasing the capacity of the grids. However, there is a clear lack of technology neutrality, a one-sided emphasis on renewable energy sources, a failure to refer to grid stability and a proposal to strengthen the mandate of the Agency for the Cooperation of Energy Regulators (ACER) at the expense of national authorities and, thus, the principle of subsidiarity. For these reasons, I abstained.

Résolution sur le pacte pour une industrie propre

On 26 February 2025, the Commission published the Clean Industrial Deal action programme, which is in fact a Green Deal 2.0. In response, the European Parliament has drafted a motion for a resolution, widely supporting this action programme. Both texts focus primarily on how the path to climate neutrality can be better implemented, rather than placing the needs of industry and consumers at the centre. Important amendments proposed by the Patriots group – suspension of the Green Deal, abandonment of the 2040 climate target and a complete reassessment of the ETS and CBAM – were rejected by the parliamentary majority. I therefore voted against this text.

La stratégie européenne de résilience pour l’eau

Reflecting the importance of water for life and all human activities, this own-initiative report of the European Parliament tries to propose measures to care for the precious resource water, to guarantee its access and to protect the natural ecosystems that depend on it. It addresses, inter alia, aspects of water efficiency, water pollution, water pricing and funding, climate adaptation and international cooperation. On the one hand, a couple of important measures to be made are mentioned in the text. On the other hand, the report proposes that Commission submit additional legislative texts, for instance with regard to climate adaptation, which could lead to more financial and bureaucratic burdens for the citizens and contradict the principle of subsidiarity. Due to these considerations, I abstained from voting.

Résolution sur la conférence des Nations unies sur les changements climatiques de 2024 (COP29) à Bakou, Azerbaïdjan

The voted text positively acknowledges existing EU climate policies. However, current policies, mainly the Fit for 55 package, are not good for economy or for climate. The general public is misled by promises of traditional politicians that the EU's current climate policy could prevent floods, fires and droughts. Also the text didn't reflect technology neutrality. There was no other possibility than to vote AGAINST the text. ANO movement and the Patriots parliamentary political group support sustainable future of our planet and therefore we cannot vote in favour of green texts. Because GREEN is not SUSTAINABLE.

Résolution sur l’action de l’Union contre la flotte fantôme russe et pour la pleine application des sanctions contre la Russie

Dnes bude Evropský parlament hlasovat o usnesení zaměřeném na ruskou „stínovou flotilu“ a na zajištění vymáhání sankcí. Poslanci hnutí ANO usnesení podpoří, ale důrazně se ohrazují proti bodu 15, který vyzývá k úplnému zákazu dovozu ruských fosilních paliv. Tento krok by mohl ohrozit zejména Českou republiku a další země s vyjednanými výjimkami, protože úplný zákaz by znamenal neúnosné zvýšení již tak vysokých cen energií pro občany. Minimálně do té doby, než EU posílí své interní mechanismy energetické solidarity, aby zajistila podporu členským státům s omezenými energetickými možnostmi během přechodného období. Taková opatření nemůžeme podpořit bez dostupných alternativ.

Résolution sur la nécessité d’un soutien continu de l’Union à l’Ukraine

Delegace hnutí ANO se při hlasování o návrhu tohoto usnesení zdržela, přestože odsuzuje pokračující agresi Ruska vůči Ukrajině a podporuje její nezávislost, svrchovanost a územní celistvost. Důvody, pro které nemohla delegace hnutí ANO návrh usnesení podpořit a rozhodla se zdržet při hlasování, jsou zejména následující: nesouhlasí, aby všechny členské státy byly nuceny povinně přispívat k vojenské podpoře Ukrajiny ve výši nejméně 0,25 %, neboť se jedná o přílišný zásah do suverenity členských států; nemůže zcela podpořit tvrzení, že Ukrajina je na nezvratné cestě k členství v NATO, neboť její členství je podmíněno splněním řady podmínek; souhlasí, že maďarský premiér Viktor Orbán nezastupoval EU při své nedávné cestě do Ruské federace, neboť k tomu neměl žádný mandát, nicméně delegace hnutí ANO není připravena a priori odsoudit jakoukoliv snahu o nalezení řešení vojenského konfliktu na Ukrajině.
