Al meer dan drie jaar ligt Oekraïne onder vuur door een verregaande agressie vanuit Rusland. Dat heeft niet alleen zware militaire maar ook economische gevolgen voor het land. Uit verschillende analyses blijkt een bijzondere financieringsnood voor Oekraïne in de komende jaren, zowel om militair stand te houden als om de reguliere economie draaiende te houden. Niet alleen in het belang van Oekraïne, maar ook in het belang van de veiligheid van Europa, want Oekraïne is al meer dan drie jaar lang de eerstelijnsverdediging tegen Russische agressie. Het gebruik van de zogenaamde "bevroren tegoeden" lijkt daarbij niet het geschikte instrument. Vooreerst kan het geld slechts éénmalig gebruikt worden. Wanneer men dat nu zou doen, blijft er geen substantieel bedrag over om de wederopbouw te financieren. Daarenboven leveren deze tegoeden ook interesten op die geïnvesteerd worden in Oekraïne. Ten tweede brengt dit verstrekkende gevolgen met zich mee. De impact op België en de stabiliteit van de eurozone zijn niet denkbeeldig maar reëel. Het is nu aan de Commissie om betere opties ter ondersteuning van Oekraïne te onderzoeken die juridisch én financieel het minste risico inhouden. Dat antwoord is helaas niet eenvoudig, maar één ding staat vast: we blijven Oekraïne onverdeeld steunen!
Council's recommendation on smoke- and aerosol-free environments
Op 28 november stemde het Europees Parlement over een resolutie die dieper inging op aanbevelingen van de Raad over rook- en aerosol-vrije ruimtes. Die rookvrije ruimtes zijn een belangrijk onderdeel in onze ambitie om het aantal vroegtijdige sterfgevallen die gelinkt worden aan roken, terug te dringen. Daarvoor is bijkomende actie broodnodig. Zo moeten e-sigaretten in de toekomst bijvoorbeeld ook onder het toepassingsgebied vallen. We hebben daarnaast ook nood aan veilige (buiten)zones waar kwetsbare groepen zoals kinderen, ouderen, zwangere vrouwen en personen met een handicap beschermd zijn tegen secundaire tabaksrook. Vooral de bescherming van onze kinderen moet centraal staan. Zij mogen niet blootgesteld worden aan ongezonde dampen. Tegelijk moeten we hun het goede voorbeeld geven. Zien roken, doet immers roken. Aangezien er een stijgende trend is van het gebruik van e-sigaretten onder jongeren en adolescenten en door de enorme impact die tweedehandsrook heeft op de volksgezondheid, steunde ik deze gemeenschappelijke resolutie. Helaas werd er geen meerderheid voor gevonden. In België hebben we al nieuwe, ambitieuze regels. Het is nu aan de andere lidstaten om deze aanbevelingen te volgen, of we hier nu in een resolutie over stemmen of niet.
