Implementation of the rule of law conditionality regime

Ce rapport revient sur la mise en œuvre du mécanisme de conditionnalité adopté fin 2020 et activé pour la première fois à l'encontre de la Hongrie en 2022. Il porte un message clair: le mécanisme de conditionnalité est un outil efficace, mais son application doit être plus forte, plus cohérente et plus transparente. À cet égard, notre rapport appelle à augmenter la proportion des financements gelés dans des cas systémiques, comme celui de la Hongrie, à garantir l’accès au financement des bénéficiaires finaux impactés, sans pour autant diluer l’impact du mécanisme, et à assurer que les fonds gelés ne puissent être débloqués ou reprogrammés qu’en contrepartie de mesures correctives effectives. En tant que co-rapporteur, j'ai également tenu à ce que nous ouvrions la voie à une extension du champ de la conditionnalité à l'ensemble des valeurs de l'article 2 des traités, tout en renforçant le soutien aux lanceurs d'alerte et aux organes d'enquête tels quel le Parquet européen. Notre rapport n’ayant pas été dénaturé par des amendements contraires à son esprit, j’ai voté en sa faveur.
