Addressing transnational repression of human rights defenders

J’ai voté en faveur de ce rapport, que j’ai par ailleurs porté en tant que rapportrice. Forme particulièrement agressive d’ingérence étrangère, la répression transnationale voit des États agir par-delà leurs frontières pour intimider, surveiller ou menacer leurs ressortissants et leurs proches. Les manifestations de ce phénomène incluent atteintes physiques, surveillance, pressions juridiques et administratives, menaces numériques (logiciels espions, piratage, doxing), disparitions forcées, enlèvements ou encore utilisation abusive des notices rouges d’Interpol. Sont ciblés les défenseurs des droits de l’homme, mais aussi et plus largement les dissidents, les opposants politiques et les journalistes. Un quart des gouvernements du monde, soit 48 États, utilisent des tactiques de répression transnationale. Parmi eux, seuls 10 sont responsables de près de 80% de tous les incidents recensés. Pour la première fois, le Parlement, à une large majorité (512 voix pour), s’est accordé sur une définition, une typologie et des recommandations concrètes, visant à mieux documenter le phénomène et mieux protéger les défenseurs, notamment celles et ceux ayant trouvé refuge dans l’Union européenne. Face aux attaques répétées jusque sur notre sol, il est urgent de renforcer la coordination européenne et de responsabiliser les pays tiers impliqués.
