Zastupnik Picula naglašava kako, s obzirom na trenutne geopolitičke i institucionalne okolnosti, financijski pritisak, klimatske promjene i društvene izazove, pouzdan, robustan, fleksibilan i na ljude usmjeren proračun EU-a ostaje ključan za provedbu politika Unije i za odgovor na rastuće potrebe ljudi. Također, zastupnik smatra kako je, u vrijeme kada se ljudi sve više okreću k EU-u za odgovore na pitanja, apsolutno ključno da EU ponudi rješenja s ograničenim resursima koji mu stoje na raspolaganju te se ti resursi moraju iskoristiti na efikasan način koji će rezultirati dugoročnim socijalnim i ekonomskim prednostima. Imajući sve prijašnje na umu, zastupnik Picula podržava ovaj izvještaj jer je isti uravnotežen i kompromisan.
Implementation of the common foreign and security policy – annual report 2024
Zastupnik Picula podržava izvješće i njegov sadržaj. Izvješće govori kako rat u Ukrajini destabilizira i ugrožava istočnu Europu, kao i zapadni Balkan, čime se erodira europska sigurnosna arhitektura. Nadalje, izvješće poziva EU i države članice da povećaju i ubrzaju sve oblike pomoći Ukrajini kako bi Ukrajina mogla ostvariti pobjedu. Izvješće poziva visoku predstavnicu Kaju Kallas da napravi sveobuhvatnu strategiju EU-a za Bliski istok i da se poveća prisutnost EU-a u regiji Bliskog istoka. Također, izvješćem se poziva EU da ojača suradnju i koordinaciju s partnerskim državama, što je krucijalno u današnjem kontekstu gdje određeni akteri pokušavaju destabilizirati međunarodni poredak i potkopati načelo multilateralizma.
