Mój sprzeciw wynika z fundamentalnych zastrzeżeń co do kierunku, w którym dokument ten próbuje przesunąć politykę bezpieczeństwa i obrony Unii Europejskiej. Po pierwsze, postulowane odejście od zasady jednomyślności w decyzjach dotyczących wspólnej polityki bezpieczeństwa i obrony to poważne zagrożenie dla suwerenności państw członkowskich. W obliczu braku wspólnej percepcji zagrożeń, szczególnie między Europą Środkowo-Wschodnią a Europą Zachodnią, każde państwo członkowskie musi mieć możliwość samodzielnego decydowania o swojej polityce obronnej. Po drugie, dokument promuje ideę stworzenia Europejskiej Unii Obrony. Bezpieczeństwo Europy musi być budowane na silnych państwach członkowskich, odpowiedzialnej współpracy w ramach NATO oraz poszanowaniu zasady jednomyślności.
