Summary

The European Parliament adopted by 516 votes to 14, with 39 abstentions, a resolution on the repression and execution of protesters, dissidents, political prisoners and religious minorities in Iran.

The text adopted in plenary was tabled by the EPP, S&D, ECR, Renew and Greens/EFA groups.

Parliament expressed solidarity with the Iranian people and condemned the regime’s intensified repression and use of the death penalty against political dissent. It called for an immediate halt to executions, the abolition of the death penalty and the unconditional release of all political prisoners, while deploring the secret executions of dissidents, including minors, in March and April 2026.

Concerning sanctions, the Council is called on to expand sanctions against Iranian officials responsible for repression, including the judiciary, prison administration, the Islamic Revolutionary Guard Corps (IRGC) and entities associated with the Supreme Leader. Parliament also called for sanctions on assets of the IRGC and loyal family members and for them entry into the EU to be denied.

Member States are called on to ensure the UN independent fact-finding mission on Iran (FFM) receives adequate resources to pursue its work and establish a tribunal for Iran to pursue accountability and universal jurisdiction in European courts.

Lastly, the resolution condemned the internet blackout imposed in Iran and called for the EU and like-minded partners to provide Iranians with tools for secure internet access.
