Décharge 2023: budget général de l'Union européenne - Conseil européen et Conseil

I voted to reject the 2023 discharge for the European Council and Council due to their refusal to cooperate with Parliament which fundamentally undermines the Parliament’s role as the discharge authority and represents an unacceptable breach of democratic accountability. The discharge procedure is Parliament's most powerful tool for holding EU institutions accountable for how they spend taxpayers' money. The Council's continued obstruction makes it impossible for us to fulfill this Treaty-mandated responsibility. Parliament postponed the 2023 discharge in May 2025, hoping the Council would finally cooperate. They did not. The accompanying resolution, supported across political groups without major divisions, highlights this unacceptable lack of cooperation and underscores the need for Treaty revision to strengthen Parliament's discharge powers. This represents Parliament's long-standing position: we cannot and will not grant discharge when an institution refuses to be transparent about its expenditure. Accountability is fundamental to democratic governance. Citizens have a right to know how their money is spent, and Parliament has a duty to scrutinise that spending. By rejecting this discharge, we send a clear message that institutional obstruction of legitimate parliamentary oversight is intolerable. Democratic accountability must be upheld, and the Council must respect Parliament's prerogatives as discharge authority.

I voted in favour of granting discharge to the EU Agency for Asylum for 2023, whilst supporting the critical accompanying resolution that holds the agency accountable for addressing serious management shortcomings. Parliament initially postponed this discharge in May 2025 following an investigation that revealed concerning weaknesses in the agency's functioning, particularly regarding conflicts of interest management and human resources administration. However, following constructive engagement with the agency and clarification of the investigation’s findings, it became clear that whilst problems existed, the agency has taken concrete measures to address them. The EU Agency for Asylum supports Member States with migration management and asylum procedures. Ensuring its effective, well-governed operation is essential.

Enlargement presents challenges across efficiency, resources and democratic accountability. This report suggests EU reforms must proceed in parallel with candidate countries' preparations. The report addresses critical questions about Commission composition, Parliament seat allocation, and qualified majority voting thresholds balancing larger and smaller states' interests. These are sensitive issues touching national sovereignty, but avoiding them would be irresponsible. The proposal to involve candidate countries closely in EU institutions, mirroring the successful 2004 approach, ensures smoother integration whilst maintaining accession conditionality. Résolution sur la polarisation et intensification de la répression en Serbie, un an après la tragédie de Novi Sad

I voted in favour of this resolution because it defends fundamental European values of democracy, the rule of law and human rights whilst maintaining our commitment to Serbia's European future. The tragic Novi Sad railway station collapse that killed 16 people exposed deep-rooted corruption and sparked unprecedented nationwide protests demanding accountability, transparency and democratic reforms. Instead of addressing legitimate grievances, Serbian authorities responded with systematic violence. This resolution condemns these grave human rights violations in the strongest terms whilst supporting Serbian citizens' courageous fight for democracy. Over 10 700 protests across 630 communities represent the largest grassroots movement in decades, led by students demanding justice and institutional accountability. However, this resolution balances criticism with continued support for Serbia's European path. We acknowledge progress in certain areas whilst clearly stating that accession negotiations depend on measurable improvements in the rule of law, judicial independence, media freedom and alignment with EU foreign policy. Supporting this resolution means standing with Serbian citizens fighting for the democratic, European future they deserve.

Résolution su la situation en Biélorussie, cinq ans après les élections présidentielles frauduleuses

I voted in favour of this resolution because it stands firmly with the Belarusian people's fight for democracy against Lukashenka's brutal 31-year authoritarian regime, which has intensified repression dramatically since the fraudulent 2020 elections. Over 1 200 political prisoners remain detained in appalling conditions, facing torture, forced labour and the denial of medical care. Political prisoners have died in custody. The regime systematically crushes dissent, having shut down nearly 2 000 civil society organisations, imprisoned 33 journalists and forced over 500 000 Belarusians into exile. This resolution condemns these crimes against humanity in the strongest terms whilst demanding immediate release of all political prisoners and supporting Belarusian democratic forces. Belarus's complicity in Russia's war against Ukraine makes the regime an accomplice to Russian crimes. The deployment of Russian nuclear weapons on Belarusian soil and joint military exercises threaten European security. The resolution calls for strengthened sanctions, support for civil society and independent media, accountability through international courts, and protection for Belarusians fleeing repression. Supporting this means standing with courageous Belarusians fighting for freedom, democracy and a European future.

I voted in favour of this report because it provides balanced, constructive input into reforming the new legislative framework, prioritising both competitiveness and sustainability whilst avoiding overreach that could harm businesses. The new legislative framework, adopted in 2008, governs product market surveillance and compliance across the EU single market. As the Commission plans reforms during this mandate, Parliament's position needed to strike the right balance between environmental objectives, consumer protection and reducing administrative burden on businesses. The final compromise text achieves equilibrium, addressing legitimate environmental concerns whilst prioritising burden reduction, simplification and efficient market functioning. Key achievements include sensible provisions on fast fashion that acknowledge concerns but rightly insist on proper definitions before imposing new measures. The report supports an interoperable Digital Product Passport as a single compliance tool accessible to both businesses and consumers, streamlining rather than complicating requirements. The text emphasises faster, more efficient standardisation processes aligned with international standards. The report provides constructive guidance for Commission reforms that will strengthen, not suffocate, the single market.

Motion de censure visant la Commission

A motion of censure against the European Commission was tabled, which means that the Parliament voted on whether they have confidence in the entirety of the European Commission – this is all 27 Commissioners. This was not a vote of confidence in one individual person. Its aim was not to bring about peace in the Middle East or achieve real, progressive change. Its aim is to gain media attention and destabilise the EU for political gain during a time of great uncertainty; multiple wars including Ukraine and Gaza, US tariffs, renegotiating the EU budget, fighting for a fairer CAP, and delivering our green objectives etc. Dismantling the entire College of Commissioners would not help EU citizens or those enduring unimaginable suffering. For these reasons, I rejected the motion of censure and supported the continuation of the entire College of Commissioners.

I supported this report because excessive tax complexity stifles business growth, particularly for Irish SMEs navigating cross‑border operations. Reducing administrative burdens by 25-35 % frees resources for productive investment rather than compliance bureaucracy. Digitalising tax administration streamlines processes, making compliance easier and less costly. Enhanced cooperation tackles tax evasion effectively without imposing unnecessary regulations on legitimate businesses. Ireland champions both tax fairness and competitive business environments. This balanced approach simplifies regulations, leverages technology and coordinates enforcement. The emphasis on simplification over complexity aligns perfectly with Ireland's commitment to competitive, transparent tax policy attracting investment while ensuring fairness.

The committee strengthened cooperation with the European Ombudsman, participated in Commissioner hearings, and organised public hearings on fossil fuel companies' cost of living responsibilities. The annual workshop on disability rights examined the 2021-2030 Strategy implementation. Key environmental, fundamental rights and internal market issues were addressed through petitions. I supported this report because the Committee on Petitions provides vital democratic accountability, connecting citizens directly with EU institutions. The petitions demonstrate strong civic engagement with efficient processing showing institutional responsiveness. Environmental protection, fundamental rights and disability issues receiving sustained attention reflects proper parliamentary priorities. Ireland benefits from this citizen‑focused mechanism, having hosted a 2023 fact‑finding visit. The committee's work strengthens democracy by ensuring citizen concerns receive proper consideration and response from EU institutions.

The resolution strongly condemns China's restrictions as unjustified and coercive, designed to create leverage for negotiating advantages. It highlights concerns about China's licensing requirements that force companies to disclose sensitive information, creating security risks and potential for future coercion. Parliament calls for accelerated implementation of the Critical Raw Materials Act, increased EU domestic mining and processing capacity, strategic stockpiling, and stronger partnerships with trusted allies to diversify supply chains. In 2022, the EU helped resolve Bulgaria's veto through the 'French proposal,' which allowed accession talks to begin but required North Macedonia to amend its Constitution to include the Bulgarian minority. While screening sessions for EU membership were completed by December 2023, the country cannot proceed to the next phase until these constitutional amendments are adopted. The country has developed an excellent reform agenda focusing on fighting corruption, ensuring judicial independence, reforming public administration, and improving media freedom. I voted in favour of this report because North Macedonia deserves EU support as the country has proven its commitment to European values and democratic reforms.

The current government has abandoned Georgia's pro-European path despite the Georgian people's strong support for EU membership. Protesters demand new transparent elections, accountability for human rights violations, and a return to European integration. The EU must urgently change its approach to the Georgian Government. This includes implementing coordinated sanctions, refusing to recognise the current authorities, substantially increasing support for civil society and independent media, and mediating toward new elections. I voted in favour of this report because the Georgian people deserve EU support in their struggle for democracy and European integration.

These goals are interconnected and require coordinated action. Ukraine has conducted 65 prisoner exchanges, releasing 5 757 people, but thousands remain in Russian captivity facing torture and execution. The International Criminal Court has issued arrest warrants for Putin and other Russian officials for war crimes. I voted in favour of this resolution because it condemns Russia's aggression while reaffirming unwavering support for Ukraine's sovereignty and territorial integrity.

Energy security is now a shared responsibility. New infrastructure must be 'resilient by design,' protected against both climate change and man-made threats. Strengthening partnerships with like-minded countries will diversify supply sources and reduce dependencies. Coordinated investment in protecting critical infrastructure against cyber and military threats is needed, while building domestic production capacity and improving efficiency. I voted in favour because this report provides the realistic, security-focused approach Europe needs. It is important to avoid another dependency crisis. Many who resisted the totalitarian system have been forgotten, and those who suffered deserve recognition and remembrance. The previous Slovenian Government designated 17 May as the National Day of Remembrance for all victims of communism, but the current government revoked this decision on the eve of Remembrance Day. Memory of crimes committed by totalitarian regimes must be kept alive. Slovenia needs a National Day of Remembrance to commemorate victims of authoritarian and totalitarian regimes. All totalitarian regimes should be condemned, and their symbols should not be promoted. I voted in favour of this resolution because historical memory and justice for victims cannot be subject to political convenience. Revoking a remembrance day shows profound disrespect for victims and their families. Totalitarian regimes caused immense human suffering. We have a moral duty to remember these victims and ensure their stories are not forgotten. This resolution upholds fundamental principles of human dignity and historical truth that transcend political divisions.

Rapport sur la mise en œuvre de la facilité pour la reprise et la résilience

The Recovery and Resilience Facility (RRF) is a major EU programme launched in 2021 to help European countries recover from the COVID-19 pandemic. It is part of the larger NextGenerationEU recovery package and will run until 2026. The programme provides significant financial support to EU Member States, but countries must use the money for specific investments and reforms that align with EU priorities, particularly moving towards digital technology and green energy. In exchange for this funding, countries have to meet pre-agreed targets and milestones. The European Parliament has been closely monitoring this programme to ensure it is working effectively, and that Member States and the European Commission are being transparent about how the money is spent. Now that the programme is more than halfway through and over 40 % of the funds have been distributed, Parliament is conducting a review to assess what is working, what needs improvement and what lessons can be learned for future EU funding programmes. This timing is particularly important because the EU will soon start planning its next long-term budget framework for after 2027. I voted in favour of this proposal because it is important to oversee how money is spent, even after the budget has been approved.

Access to reproductive healthcare and respect for LGBTIQ+ rights are fundamental to equality, yet some governments pass discriminatory laws undermining equal treatment. Social media algorithms manipulate public opinion and spread false information, threatening fair elections and democratic debate. Courts must remain free from political pressure to ensure justice for all citizens. This European Parliament report examines how these issues have developed over the past year and calls on the European Commission to better protect EU democratic values by addressing these mounting challenges to media freedom, civil rights, civil society, digital integrity and judicial independence. I voted in favour of this report, as the Rule of Law is essential to maintaining the core of EU values and protecting the human rights of marginalised groups.

Despite these pressures, Moldova's relationship with the EU is strong. Last year, Moldovan citizens voted in a constitutional referendum to confirm their support for joining the EU, anchoring their country's future within the European Union. This has opened a new strategic phase in EU-Moldova relations, with increased cooperation across multiple areas, including economic development, social policies, energy security and overall security matters. The report reflects Moldova's determination to pursue EU membership despite external threats. I voted in favour of this report, as Moldova's membership would strengthen the EU's eastern border and help consolidate democratic values in the region.

Official development aid (ODA) barely scratches the surface of the overall amount required to achieve the SDGs, and the recent withdrawal of USAID makes the situation worse, threatening ongoing and future projects. The upcoming Seville conference is a key moment for global development efforts, especially for the EU. The EU now faces the challenge of stepping up, coordinating better, involving civil society, and making its development efforts more effective and aligned with the needs of partner countries. I voted in favour of this report as it supports urgent EU leadership in tackling the global development funding gaps through structural reform of the international financial system.

The report stresses that a one-size-fits-all model won’t work. Cohesion policy must remain flexible and tailored to each region’s needs. The Just Transition Fund should continue supporting regions affected by the green and digital shift. Simplifying rules is also needed to make funds easier to use without losing oversight. The European Parliament now has the important task of shaping the future of this policy to ensure it continues improving lives and regional development across the EU. These findings raised significant concerns about the Agency’s stability, governance, and reputation, which must be addressed before discharge can be considered.

The report expresses deep concern over the United States’ shifting stance on Ukraine – particularly the suspension of military aid, pressure on Ukraine to concede territory, and the unjust blaming of Ukraine for the ongoing conflict. I also reiterated my votes within this resolution to suspend the EU-Israel Association Agreement and ensure continued funding for UNRWA. It is essential that aid continue to reach the most vulnerable on the ground, through a credible and established agency. The resolution also reaffirms the importance of unanimity in the Council on defence-related decisions, safeguarding Member State sovereignty in security matters, which is necessary to protect and maintain our neutrality. This report outlines how the EU should adapt, emphasising the need for the Union to take control of its future while maintaining crucial cooperation with the United States. I voted in favour of this resolution because it affirms Member States' rights to determine their own security policies, aligning with Ireland’s military neutrality. The resolution also underscores the importance of strong support for Ukraine, recognising its vital role in defending Europe’s territorial integrity and shared values. Furthermore, it calls for enhanced coordination among Member States and sustainable financing to ensure long-term strategic autonomy, thereby reinforcing the EU’s capacity to address current and future security challenges. This resolution emphasised the importance of social dialogue in ensuring quality job creation during the green and digital transitions. Access to skills development is crucial for workers to adapt to new roles, with training and support needed for those affected by restructuring. Workers should be beneficiaries of restructuring efforts, receiving necessary assistance and compensation, and their fundamental rights, such as the right to information and consultation, must be respected. This vote also advocates for a more robust economic governance framework, including a common EU-level investment instrument, to maintain competitiveness and help Member States navigate the green and digital transitions. The importance of supporting the development of a skilled workforce while ensuring fair labour standards cannot be overstressed. The resolution also touches on the EU Public Procurement Directive, urging the Commission to prioritise companies that engage in collective bargaining and meet employment standards. It reiterates that no EU financial support should go to companies that fail to comply with these standards, ensuring that workers' rights are protected throughout the transition process. Therefore, I voted in favour.

Résolution sur la poursuite du soutien sans faille de l’Union à l’Ukraine, après trois ans de guerre d’agression russe

In this resolution, we as MEPs reaffirmed that the EU is Ukraine’s primary strategic ally and that we must support the country’s right to self-defence against Russian aggression. Russia's actions should be condemned as an existential threat to European security and stability. All detained Ukrainians should be returned, particularly children, and Russia’s use of sexual violence and rape as a weapon of war constitutes a war crime for which Russia must be held accountable. It is over three years since the beginning of the war, and EU support for Ukraine remains crucial for upholding European security and stability in the face of Russia's aggression. By standing with Ukraine, the EU helps defend democratic values, sovereignty and the rule of law, which are fundamental to the Union itself. Ukraine’s resistance also prevents further Russian expansion, safeguarding the territorial integrity of other European countries. Moreover, supporting Ukraine reinforces the EU’s role as a global leader in promoting peace and security, while ensuring that any breach of international law, such as the use of war crimes, does not go unpunished. I therefore voted in favour of this resolution.

Résolution sur le livre blanc sur l’avenir de la défense européenne

On 19 March, the European Commission unveiled its White Paper on the future of European defence, following a resolution presented by MEPs in the European Parliament. This resolution outlines how the EU should enhance its security by reducing reliance on non-EU countries and strengthening ties with like-minded partners. The proposal comes amidst the three-year anniversary of the war in Ukraine and escalating security threats, particularly from Russia, Belarus, China, North Korea and Iran. The resolution emphasises the EU’s need to support Ukraine and build resilience against threats to its territorial integrity, particularly from Russia – the most significant military threat since the Cold War. It also raises concerns over the position of the US on European security, especially after recent actions by the Trump administration. I voted in favour of this resolution, as the EU must enhance its preparedness, not only in military terms but also in industrial, technological and intelligence sectors. While military neutrality remains a cornerstone of Irish foreign policy, it must not be an excuse for inaction. Ireland’s participation in EU PESCO projects, including those focused on cyber threats and maritime surveillance, already demonstrates our contribution to EU defence efforts without compromising neutrality. This conversation needs to progress further to ensure Europe’s security.

The European Social Fund Plus (ESF+) aims to support social goals like high employment and fair protection from 2021 to 2027. It has already helped millions, but future challenges make reaching targets like reducing poverty harder. The report calls for continued focus on vulnerable groups and a stronger, dedicated budget, especially for the Child Guarantee. It also recommends doubling the budget to achieve these goals. I voted in favour to ensure ongoing support for those in need and to help meet important social targets.

Évaluation de la mise en œuvre d’Horizon Europe en vue de son évaluation intermédiaire et des recommandations concernant le dixième programme-cadre de recherche

Horizon Europe, which funds research and innovation, has had to adapt to crises like climate change and COVID-19 but has continued to focus too much on short-term solutions instead of long-term, visionary projects. To stay competitive globally, Europe must lead in science and technology, not compete on prices. Horizon Europe is overall a great funding programme but needs reform to focus more on cutting-edge science and less on political goals. It should be driven by scientists and innovators, not just policymakers. To make this work, Horizon Europe’s budget should be increased to EUR 220 billion, helping Europe maintain its leadership in innovation and attract top talent. I voted in favour of this assessment.

Résolution sur la nouvelle détérioration de la situation politique en Géorgie

This resolution calls for a global boycott of Georgia’s self-proclaimed authorities, which have undermined the country’s democracy and suppressed dissent. Following the controversial and rigged parliamentary elections on 26 October 2024, Parliament has refused to recognise the new authorities, including President Mikheil Kavelashvili. Instead, we will continue to acknowledge Salome Zourabichvili as the legitimate President of Georgia. This resolution urges the international community to join this boycott and support Zourabichvili in representing Georgia at European Council meetings. The elections have led to a political crisis, with peaceful anti-government protests met by violent crackdowns from authorities. The EU must sanction Georgian officials responsible for electoral fraud, human rights violations, and persecution of political opponents. Free, and fair parliamentary elections must be held soon, supervised by independent bodies and monitored internationally. I voted in favour of this resolution.

Résolution sur l'éscalade de la violence dans l'est de la République démocratique du Congo

This resolution calls for the Rwandan Government to withdraw its troops from the Democratic Republic of Congo (DRC) and end its support for M23 rebels. I have supported this resolution as we need to condemn the occupation of Goma and other DRC territories – it is a serious violation of the country's sovereignty. We have also denounced the atrocities committed by all parties involved, including indiscriminate attacks, war crimes, and human rights abuses like rape and forced recruitment, particularly by M23 with the support of Rwanda’s military. There is a dire humanitarian crisis in Congo as a result of this escalation and Goma airport must be re-opened in order for humanitarian corridors to be created and allowed to assist the affected population. This resolution also urges the EU to suspend its Memorandum of Understanding with Rwanda, freeze budget support, and halt military assistance until Rwanda ceases its interference in the DRC. It also outlines our concern about the involvement of Russian and Chinese actors in the region, particularly in mining operations. The ongoing peace negotiations are of the utmost importance and all parties must pursue dialogue under the Luanda and Nairobi processes.

I voted in favour of the motion for a resolution on the United Nations Climate Change Conference 2024, to be held in Baku, Azerbaijan. This resolution sets the mandate for the European Parliament’s delegation to participate in the 29th session of the Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC). The conference will take place in Baku from 11 to 22 November 2024. By endorsing this resolution, I support a clear framework for the delegation’s engagement in COP29. This is a critical opportunity for the EU to contribute to global climate action, reinforce commitments to the Paris Agreement, and advocate for ambitious, sustainable, and equitable climate policies. The resolution underscores the importance of addressing pressing climate challenges through multilateral cooperation and reaffirms the EU's role as a leader in advancing global climate initiatives.

Résolution sur l’action de l’Union contre la flotte fantôme russe et pour la pleine application des sanctions contre la Russie

I voted in support of this resolution on EU action against the Russian shadow fleets and ensuring a full enforcement of sanctions against Russia. I reiterate my condemnation of Russia’s unprovoked, illegal and unjustified war of aggression against Ukraine. I also reiterate my unequivocal support for the EU sanctions regime, which aims to undermine the capacity of the Russian regime to pursue its war of aggression against Ukraine. Parliament notes that Russia is actively circumventing EU sanctions and seeking new ways to do so, inter alia, by operating a ‘shadow fleet’ of oil tankers. Parliament considers the ‘shadow fleet’ a key financial lifeline for Russia in its illegal and unjustifiable war of aggression against Ukraine and a major tool created to circumvent the EU sanctions regime. Parliament denounces the risk these unsafe and uninsured Russian vessels pose to maritime security and to our European coastal Member States and marine ecosystems. This motion for resolution calls for the next EU sanctions packages to include the systematic sanctioning of vessels sailing through EU waters without known insurance in order to protect our waters and avoid the financial burdens of oil spill clean-ups.

Résolution sur la situation en Azerbaïdjan, la violation des droits de l’homme et du droit international, et les relations avec l’Arménie

I voted on a resolution adopted on Thursday which strongly condemn the Azerbaijan regime’s longstanding domestic and extraterritorial repression of activists, journalists, opposition leaders, and others, including EU nationals, which has noticeably intensified ahead of the upcoming 29th United Nations Climate Change Conference in Baku on 11 to 22 November. The ongoing human rights abuses are incompatible with its hosting of the climate conference and I voted to encourage EU leaders, such as European Commission President Ursula von der Leyen, to use the gathering as an opportunity to address the country’s poor track record in this field. The resolution also calls on the government in Baku to cease all forms of repression in and beyond Azerbaijan, release all persons arbitrarily detained and drop all politically motivated charges. I supported this resolution as I support all initiatives and activities that could lead to the establishment of peace between Armenia and Azerbaijan and the signing of a long-awaited peace agreement, and calls on Azerbaijan to demonstrate genuine efforts to this end.

I voted in favour of strengthening Moldova's resilience against Russian interference ahead of the upcoming presidential elections and a constitutional referendum on EU integration. I stand in solidarity with the people of the Republic of Moldova and reiterate my unwavering support for the independence, sovereignty and territorial integrity of the Republic of Moldova within its internationally recognised borders. Equally, I strongly condemn the escalating malicious activities, interference and hybrid operations by the Russian Federation, pro-Russian oligarchs and Russian-sponsored local actors aimed at undermining the electoral processes, security, sovereignty and democratic foundations of the Republic of Moldova, fostering divisions within Moldovan society and derailing the country's pro-European trajectory ahead of the upcoming presidential election and the constitutional referendum on EU integration.
